@@carlosg7484 ended up trashing it…tried downloading a few “formatting” software but still nothing. No matter what I did or what TH-cam video I watched nothing worked. Had another spare SD card and had zero problem wiping and formatting.
I figured it out, under computer management then disk management, right click on the partition and delete the volume. go through with it then after its done create a new volume under a new drive letter, after that I was finally able to format again (just to check) in the windows file explorer. I hope this helps.

simple tip: if you cannot see the SD card in 'This PC' but you can see it in 'Disk Manager', simply 'delete Volume' by right clicking on the disk in 'Disk Manager', take out the SD card, and insert it again. then refresh the 'This PC' page then you SD appears there.
this worked for me: 1. list disk (let x be the disk # of your SD card) 2. select disk x 3. clean 4. create partition primary 5. select partition 1 6. format fs=ntfs quick after this, you will see that the USB drive will now show the storage capacity Next, you can format it normally using windws explorer into FAT32 etc... [Edit:] It works on formatting the SD card esp if previously used for OS but may not work at the end of cloning the card content. Later on, I found out that my old cheap SD card reader was the problem.
No files are being deleted inside my credit card. And it is not being formatted. I tried many times after watching this video, still didn't work..... Fix 4: Remove Write Protection frome SD Card Won't Formate.... when i done this *Fix 4* and When I try to enter the sd card it doesn't give me access to my sd card.... And when I go to try *Fix 5* I mean (chkdsk H:/f/r/x) on cmd.... cmd says **Cannot open volume for direct access** .... Now someone tell me what to do now😢😢😢

"Quick format" does not actually format the disk though.
I figured it out, under computer management then disk management, right click on the partition and delete the volume. go through with it then after its done create a new volume under a new drive letter, after that I was finally able to format again (just to check) in the windows file explorer.
