I'm pursuing Wakuu and here's my cheat sheet: go to the carpenter and make the pond. Then catch 2 salmons (cmiiw: the temple pond in the spring, the cavern river in the fall, etc) and put them in the pond to breed. There. I feed Wakuu 2 salmons per week and still got some more salmons to sell!

Have you gotten his heart events or found notes and such? Like omg... Pablo should be Rafael's biggest ally and advocate and he's not.

Or if you want to avoid paying money, peonies are also a great option. And since they aren't that expensive when converted into honey you can just plant a bunch and give her two every week year round.
