Compared to Hokusai essentially he has better crits most of the time, better NP refund, and more likely more consistent damage but he isn't np5 for free, and he lacks his own charge.
He is usually on rate up during the Guda Guda events alongside other members of the shinsengumi, which generally happens yearly around November or September
