As someone who was actually homeless but looking for work utilized the beaches of PB and OB found them to be much safer places to camp and a better way out. I’m now in Breckinridge CO making $20 an hour bc of the Vail Resorts housing and job offer. I utilized the camping time to save as much as possible for airfare and housing deposit (I pay only $400 for rent) Maybe something like what I’m utilizing would help I do however understand that many are drug users and don’t want to come up ..many are “mentals” and have no way to come up :.and then there are those like me who really need a leg up
If its illegal to camp on the beach with a tent Id assume its illegal to use an umbrella on the beach? Or is it just certain people cant use the beach? Where's the line? You have to have a house to use the beach now?
Making camping illegal is just wrong. At the very least, there should be an alternative place where the less fortunate could go. Calling it a safety issue is a distraction.

We are pretty tapped out as far as taxes go! Vacant houses belong to someone, even if just the banks. Besides, providing the homeless with a house doesn't solve anything. If they don't choose to work they won't be able to maintain the house, pay for electricity, water or trash pick up! Will they be walking into town or city to panhandle for food, money and drugs? Perhaps just knock on their neighbor's doors. Unless that house comes with DoorDash that delivers all their needs? Yes, I'm being sarcastic, but it sounds like you haven't thought the vacant house idea through, not for the homeless nor society.
