I don't this option in business basic, but if I get some thing like enterprise can I apply the rules to all business baci account, or sI have to upgrade all the user to get the benifits?

If sender's connecting IP matches MS Safe List then email will be skipped from all EOP filtering policy or only connection filter will be skipped ?

Can we create a new connection filter once we have crossed the threshold (number of blocked IPs)

If IP block list threshold is exceeded in connection filter, we can create mail flow rules or can use outlook blocked senders. We can not create a new connection filter policy.
