Mine does grip when turning off, but it does stop turning (not like the video). As I try to shut the water off it turns fine but towards the end of the water going completely off, it feels like it loses grip and doesn't shut it off completely. Does that sound familiar?
Just ran across this same valve. Bottom portion was leaking. It’s some sort of passive relief valve. I unscrewed it and then screwed back in. Sediment was trapped I believe. Works as it should or at least it’s not shooting water while valve is open.

You can try tightening all washers and screws on the faucet. If that doesn’t do it then it probably needs this replacement
