I've got a similar situation to the C2 class you described at around 7:10. Can you explain what you mean by "he moved in" when it was currently C2. Do you mean he moved in and just lived there as if it were his house (residential)? What powers do the council have to stop you from doing this, before the 4 year deadline is up? Thanks, Daniel
