I would try to get someone with a better setup. This is not an insult to him but from what I see he doesn't have a bench or other proper test/soldering equipment. With smd soldering in the ps2 you need a stable surface, esd protection, microscope and a good temperature controlled solder iron where you can set the exact temperature. This is also just my opinion so take it with a grain of salt. My experience though is that when you cheap out on your equipment you get less than desirable results. For instance when using a cheaper iron the temperature will fluctuate and cause more sold solder joints.
Change the IC that does be near the controller cable. That is the cause of no video

Mines show but has lines running through it
Check the network resistors they're bad between the cpu and GPU. Good luck finding them. I have to take them off donor boards.

That is a resistor ic you can try it. I never have to i have a lot of gh-15s that are dead around
