It makes all the difference. I have 2077 on PC on 2 SSDs in RAID0 and it ran great. I wanted to free up some space so I deleted the game and install to a HDD and so much of the game was broken.
I use a Samsung 860 EVO 1TB with my PS4 Pro in order to eliminate all the issues this game has when it comes to world streaming and texture streaming in Cyberpunk. Everything related to streaming issues is fixed.
I've been playing on my old PS4 Slim, the performance has improved a lot since launch and, unlike the Xbox One version, the PS4 manages to maintain 30fps most of the time (except when there's a lot going on onscreen) but what bothers me quite some strange glitches, like scene elements still loading in front of you when you drive too fast or when you answer a call while you're driving and the game just gets all stuck and malfunctioning, the calls get all cut off and it's really a bad experience. (not to mention the lags in the menu or the slowness even to change the radio) I was always in doubt, if I play on an SSD would these problems be solved?
The issue you are referring to is texture pop in . And yes that is directly related to been run off a HDD and not being able to load assets in to memory fast enough . I run the game off SSD on my ONE X and it’s flawless . I’ve since ungraded to a Series X and to be honest the One X still holds its own .
that's dope didn't expect it to be that great on last gen as well

I've been telling everyone that if you have a SSD on a PS4 or the pro.cyberpunk is a completely different experience

@@EternalChampion1988 Its a few years old. There is a newer model out that is more affordable and better than the 860. The Samsung 870 EVO.
