I need to know how are the rows being counted by ones or twos
Rows are always counted singly. This pattern makes ridges. Each ridge is two rows.

What do you mean repeat rows 1 and 2, then say all rows are BLO! Then what is the difference between rows 1 and 2. I thought row 1 was through both loops and row 2 is BLO? Please confirm which is correct. Should this just be BLO for all rows then?
Row 1 begins with hdc and row 2 begins with sc. All the stitches are in BLO.

it must be done as row 1 and row 2 . do row 1 and row 2 again repeat row 1 and row 2 and do it till the end. I have already done a pair and they are perfect for winter, soft n cozy.
What size hook are you using
The beginning of the video shows it to be a 4mm. It only came on briefly: I almost missed it too 😉👍

Yes, all rows are to be done through the back loop

@@hobosapien7749 But the base is a chain so anyway the first row has to be back loop only since you have to crochet through the chain and cannot do over it!

When making kids size..is the last 5 stiches also made in sc?
Yes you can keep it at 5sc stitches even for a child size. They're basically just slimming it down towards the toe so we can stitch it up better. Technically, it's ok even if you put hdc all across.
