Not a comics reader but I heard at the time DC rebooted their comics and with it tried to replace Wally with a "newer" and "modern" version of him because one of the writters hates Wally. A lot of fans didn't like the raceswap and replacement of Wally, so DC eventually brought him back and made it clear that Wallace and Wally are not the same character.

I mean he might be reformed (i haven't read to far into the series yet) but when he was introduced he was just a straight up villain. Barry had major problems with him cause he actually killed innocents who had done nothing wrong for more speed and even made Barry believe he had killed his girlfriend as well at the time. Barry even told him he killed the wrong guy when he hunted his brothers killer and gave him hard proof the guy was innocent. Even then August didn't care.
