Just wanted to add on, that WarGreymon's Terra Force attack is also known as Gaia Force (before somebody starts with the WarGreymon X argument, pls read on first)in Japan, and basically he uses the power of earth to make that gigantic ball. There's been variations of this move seen in games and other films such as Poseidon Force (power of water) from the X Evolution movie from a WarGreymon X, and Nova Force (power of fire), which I can't remember where I got that from(I think older Digimon World games like 1 or 2?).
One thing I feel is that WarGreymon X skills are actually inherited from WarGreymon, just boosted because of the X Antibody.

Skullgreymon is cool, but a little overrated. Metalgreymon have more strenges and more Intelligence. And a X version. I think Metallgreymon X and Risegreymon are much stronger. You forgott Shinegreymon Ruinmode. Its in my opinion not so strong as Burst.
And Chaosgreymon is also verry strong. I dont know how much, but he is not bad.
And for your Nr. 2, i think Wargreymon is much overrated. He isnt bad, but he and his X version are much weaker as you think. In my opinion. But your 1. Place is out of question., I read the Manga and know, Viktory is definitly the Strongest. But he only defeated NEO because he have help from ZdGarurumon and NEO surrender in the End. But the List is OK, I like it. You know enough too make good Choices.

I'd say Wargreymon X is still weaker than Shinegreymon's burst mode, in the X Evolution movie, Wargreymon X coudn't even scratch a royal knight, while Shinegreymon's BM not only obliterated one of the Demon Lords, but also could put serious pressure (if not defeat) a royal knight on it's own.
He was easily defeated by Dukemon who is weaker than omegamon, and Wargreymon x fight with Omegamon in X evolution.

I don't think Emperorgreymon is more powerful than Ancientgreymon because Ancientgreymon survived in fight against Lucemon but Emperorgreymon easily defeated by lucemon

1: Lucemon was in Fallen Mode.

actually, neo just surrender and destroyed itself, victory greymon didn't even had an opportunity against him, it was clarified that with the final attack of victory greymon and zeedgarurumon they only managed to break his first shield or something like that, but he didn't even recieve damage

There really is not much info about victorygreymon at all other than it's pretty much just a stronger wargreymon made by yggdrasil to kill yggdrasil while in manga it literally only had 3 battles and turned to stone with no dialog also the digimon manga's should still be at manga reader apps if you have a smartphone.

He didn't defeat MetalSeadramon or Machinedramon with ease. He nearly got crushed to death against Metalseadramon had Whamon not interfered. One slash from Machinedramon sent him all the way back to his baby form with a large scar as well.

Shinegreymon burst Mode is most likely stronger than Wargreymon, He has impressive feats that to be honest put him above him. ShineGreymon BM was capable of fighting against the Royal knights, he defeated a Fallen Royal Knight with ease, he defeated Belphemon Rage Mode casually and he along with the other Burst mode digimon, he managed to blow a hole in Yggdrasils armor when his previous form was completely unable to scratch it even when using the geo grey sword.

Wargreymon is pretty strong though. An example was when he defeated Mugendramon in a single blow, who's profile states that he has the highest assault capabilities of any digimon.
In the Digimon movie, Diaboromon was stated to have power beyond any of the 4 dark masters and both Wragreymon and metalagrurumon managed to fight against him and cause damage to him despite being hindered by lag.
WarGreymon in adventure 02 performed feats on the same level as Imperialdramon Fighter Mode.

every digimon who has a partner can be powered up in a way that powerful enough beat their surrounding digimon (which in the same level)
1. wargreymon and victorygreymon are in the same level (wo partner), they're released from the same card-pack (before the anime and any manga was released). They supposed to released in the same manga or anime, which they hadn't. that went the same as z'dgarurumon n metalgarurumon. 4 of these digimon supposed to be called twin warriors. now forget the garuru's line, their weapons are made with the same material like ur explanation (quite misguided explaination), because that material is being made into a claw (dramon killer) and a sword (dramon slasher *I forgot). And that's why i kinda confuse why the victory greymon turned to be the super evolve for wargreymon in digimon master online.
2. shinegreymon, I dont quite like this greymon, bcos I was hoping for victorygreymon to show up in season 5 in the anime, but there he is, shinegreymon. And every evolve line of the digimon savers like a "copycat" from season one. it seems like the author wanted to make an inovation from the manga, but ended up a childish storyline n evolve line. I mean, burst mode? really? Is it an inovation or just the author was out of idea, I'm saying this not without a reason: look at the banchou leomon burst mode, there's no "big" different with his form.
So, in my opinion (just an opinion), the author just wanted to make a stronger version or a combined version of wargreymon and victorygreymon (which in the game, in ps2 console, they make wargreymon weaker than shinegreymon, wargreymon isn't that strong, but in the 15th digimon aniversary: digimon adventure, the wargreymon seems way too strong than shinegreymon which made masaru apologized to taichi for being so high).
so which is stronger? I think, depend on the measure. From speed: Victory > War > Shine (Shinegreymon's body is bigger than those two, even if the anime shows he is quicker, i just can't believe it.) From strenght: Shine > War > Victory
so my list of 11 strongest grey line:

4. ancientgrey (this digimon is a legend, and spirits digimon can be as weak as a lifeless statue, also can be the strongest digimon alive, they're like a "god" for digimons, if they wish them to be strong, it'll get stronger, but if they're being treated just as minion, they're absolutely weak (recall the ancientvolcamon in xros wars? he is way too weak)
3. kaisergrey (you're explanation is dope bro! perhaps, i just disagree when u said that agnimon is adult and vidarmon is perfect. spirits digimon cant be measured like the normal evolution line. IMO, human/beast hybrid is in the mid of adult and perfect. Hybrids spirit is in the mid of perfect and ultimate, and hyper spirit can be considered between ultimate and super-ultimate. That's why aldamon could beat darkseraphimon (which is anti-version of triplet guardian angel digimon, seraphi, cherubi, ophani), also kaisergreymon n magnagarurumon could beat the royal knight members.
2. shine burst (i like ur explanation, but that doesn't mean he can endure the strong member of royal knight such as omega, duke (x), alpha, jes, exa. which wargreymon x can endure it that long without partnership bonds(movie: digimon x) --> (the real threat in digimon universe isn't they 7 demons, but the royal knight if they're being misguided such as omegamon in digimon x, and also alphamon in digimon tri *I'm really excited with this anime)
