I think him telling Tommy makes the most sense, especially since he already confided in Tommy about Ellie's immunity in the first game. Tommy knew why they were going to the fireflies, so Joel lying to Tommy about why they returned would have been kind've weird. However, I'm replaying this game and I do think that using this conversation as a recap wasn't the best opener. To me, it didn't really do anything to move the story forward or set it in motion. It was just obvious recap dialogue.
