If you're working on a Windows PC, you'll hold down the Alt key on your keyboard instead!

My pencil tool is not working when I am trying to make vector portrait.

Is it giving you an error? If you're using it to draw multiple separate lines, you'll want to make sure you click off the first line created before making a second one, or it may continue to redo the same line over and over.
