Let me try to explain, imagine before Big bang. Nothing was there , every thing was dark and there was just emptiness. Shiva was there before any thing. Then Vishnu the preserver comes and put that energy or seed by which big bang happened. Then the creator Brahma comes into play and do the creation. But brahma is not aware of multiverse. In every Verse there is different brahma but Shiva and Vishnu are always there. So, before vishnu also shiva was there, thus shiva is eternal. And why shiva took agni avatar, to make place by destroying everything so that new things, lives can take place. In big crunch (opposite of big bang) Everything will dissolve into shiva. That which is nothing. Our scholars new that upcoming generation won't be able to comprende this as we were going towards kaliyuga. Thus, they starts telling the lords and their duties or qualities through tales. Its my explanation.
I think you guys should watch the series of Shiv called ' Devo ke Dev Mahadev ' it's so beautiful and the story of Shiv and Shakti is portrayed very beautiful. Please do reaction on each episode.
Small correction...Shive didnt shoot an arrow at Brahma to stop creation but after the universe is created, Brahma on seeing his creation & its beauty became egoistic in his actions & as a result a fifth head popped up representing his ego...Then it's told that It is Shiva who cut off his fifth head symbolizing ego & attachment to the physical perishable universe.This is the story I heard the most.
There are so many stories within stories; many even as Hindu I haven't heard but you said they must be symbolic in nature. So many stories might have got a bit distorted over the years passing down the generations.. am not sure

The one that can't be seen, doesn't have a shape or form in his purest state and takes various forms called as "sagun roop" just like other forms of God. There are many "adi" attached to his name. Adiyogi, adiguru because he is the one who answers all these questions related to it. He is the manifestation of all the knowledge in existence. In every new cycle or kalpa the sequence of the holy trinity repeats with a little bit of difference from the last time and every time shiv is the one who corrects Brahma or punishes him for thinking that he is the supreme. His extent of giving knowledge is so deep that in one of the kalpa Brahma had questions but he didn't even know how to express or how to ask. Shiv appeared as vachaspati, gave knowledge of the sounds we make from the mouth itself and of the languages. When it comes to him being called the adiguru he is the knowledge source of tiniest of things that you can imagine. Shiv is the almighty, all powerful who takes the form of rudra. Shiv is often showed as blue in colour in statues and images but he is actually white. His mantra has written "karpur gauram" which means white as camphor.

Everyone must have seen many worship methods in Sanatan Dharma, but what Sanatan Dharma teaches us the most is only one main thing, that is, whatever you do in the world, do it naturally, that is, live your whole life in a natural way. Whatever you make, make it compatible with nature. Whatever you hear, say, think, eat, understand, explain, see and show should be natural, do not adulterate it with anything. If you get knowledge then come with natural knowledge. Such knowledge which keeps you connected with nature, This natural thing is seen in everything of Sanatan Dharma. And there is no greater devotee in the world than the one who has learned this. Even if such a devotee is illiterate, he is omniscient because no knowledge is greater than natural knowledge. Ramkrishna Paramhansa and Swami Vivekananda. I am sorry if you are already aware of the temple and its history. In many Indian Hindu marriages the written 'horoscopes' of both people will be bound together in twine during the ceremony.
