Windows 3.1 sounds are nearly the same as windows 95 (tada, chord and ding) but windows 95 has its own startup. Windows 98, 2000, me and xp have some similar sounds (ding, chord and chime), windows 2000 and me have the same shutdown sound. Windows Longhorn is a codename for windows vista and the sounds you heard are fake, they came from fan-made themes and it used windows xp sounds until some post-reset builds used windows vista/7 logoff sound as shutdown, so both are different concepts. Windows 8.1 has the same sounds as windows 8. Windows 10 sounds are different but hardware connect sound. Last but not least, check out videos about sound effects and testing windows builds to find out everything. Thanks for understanding.

Those 'Vista' sounds, also allegedly used in Longhorn, are fake. Longhorn used XP sounds. The actual sounds of Vista are the same as 7.
