What's the point of carrying a designation card listing their powers if they won't let the pubic read it? Who are they carrying it to show if not the public? Do they show it to each other? The whole point is so the public know what their powers are. Why on earth would he have to ask someone else if he can show it.

There isn't an obvious rule to breach and thus result in an offence in this circumstance. 'Rule 201 - Do not reverse from a side road into a main road. When using a driveway, reverse in and drive out if you can.' is all the Code says.

In London it is illegal to park on the pavement or drive on it. The grass verge is not really a pavement so not a crime to drive over it. But it is harming private property. It also shows that the police don't care about social rules that everyone with more than a single brain cell will follow.

I would suggest reversing out onto a public road is a road traffic offence. More so going over grass and a kerb, that isn't a drop kerb.
