no its just welding at that point soldering is different to welding in that the parts being joined are not melted and are usually not the same material as the solder
This is welding, where 2 pieces of the same kind of metal are melted together and becomes one piece. Soldering is when you use a filler to join 2 pieces of metal together. Typically soldering can be reversed while welding is a permanent bond.

Perhaps you mean why isn't it boiling? In any case, tin got a low melting point, 232° C and a boiling point of 2270° C.

Why did the piece at 5:45 need to be cast in two separate pieces instead of just all at once and avoid all of that joining and combining work?
It's wider in the middle, you won't be able to remove form parts after casting as a single piece.
