"The numbers are trending downward" That's because people are becoming acclimated to it and realize that reporting things 'online' (beat cops only handle in-progress crimes, don't take reports) is a waste of time. They'd probably get more accurate figures from the rental car desks by asking them how many broken-out windows on returned cars they had this week. Oakland is CA's Detroit, RIP.
