Of course it is. Political system is not just about the president. It's also about how the overall government interacts with people. In Rwanda, 15 households have a representative. They choose a day for a meeting every week and point out what's not working, what infrastructure is lacking... Then these representatives meet on village level and then pick priorities. The village leader meet others on cell level. Cell level meet sector level. Sector level meet district level. [Districts are allowed to use their tax money to tackle those issues raised by sectors.] When it's above district level, it's taken to Provence level then National level when Province can't tackle it. In July, the national budget is divided towards these issues. Then, when another July comes, the meetings are held, and the leaders present to people how they tackled the issues, what's lacking, the progress and people have right to suggest a knew leader if they're not happy with his achievements. Another thing, tax is never in cash. Always digital and reflecting to show citizens how much are their, how much are used. Every budget year, the government prints budget books and takes them to villages and highschool for the Citizens to view them in what's called, Guhiga [Setting Goals] and Kunenga [Holding accountable]. Tell me another Eastern African Country that does this.
