It's my understanding that FRN's, as a COMPELLED BENEFIT, cannot be used (if properly challenged) to establish minimum contacts for purposes of jurisdiction, nor can any other compelled benefit.

Thanks. No not officially. But i do honestly think the wording says it all. They have no jurisdiction over nonresident owned foreign vehicles(not registered in their state) when operating for pleasure only. They think we can't deduce truth when they show us exactly what their jurisdiction is, they show us where their jurisdiction isn't. 🙂
