Had similar with sump on a pre owned twin cam. Plumbers tape. I made a new sump plug at 13.1mm 20tpi plug from EN8 with a couple extra threads and made an oversized 13.2mm 20 tpi tap. The previous garage had re used a damaged 10x2mm O ring and over torqued to try to stop it leaking. Just use a new O ring and torque to 14ft lbs rather than strip it out like boss. If it leaks get a new O ring.
