The black/grey effects are usually to indicate the freefall state, but for characters who can use aerials after a recovery like Sonic, Mega Man or Kazuya it is not present. It seems that Rush makes Pac-Man be in that state.
That makes sense. Pac-Man is normally in freefall after up B, and rush cancels the freefall. That's the same behavior as any other character landing on Rush.
I’ve seen the first pac glitch before. It also happens if you have the Mario galaxy star item that launches you in the air facing downwards and then you up b into it as pac. It’ll launch you down towards your trampoline but you won’t bounce on it (you’ll go through it and bounce off the ground), drift to the left or right and you’ll be in the weird fake freefall state
7:06 resident Bowser Jr. main here -- the ONLY time Jr. gets his kart back after Abandon Ship! is when he gets hit by a move that would put him in a tech situation or tumble, which is easy to tell by the launch-trail clouds when he's hit. That's why footstools and weak hits gimp him so hard.
Nana turned around on the combo because she always faces the same direction as popo. So when popo does a back throw, nana will always be ready for a F-air or B-air because of that. She can even turn around in mid air, it's pretty crazy.

That state is 100% not intended to happen, its so specific it flew over the dev's heads. Well the game won't get updated anymore so this glitched state is not getting patched.
I knew about this but Im not super sure why it happens. I think pac mans trampoline must activate some state that only resets on hit or contact with the ground. technically, rush is still resetting his jump since he will have it again even after double jump > up b > rush bounce > get hit by megaman again, but he cant use it unless he gets hit for some reason. Another thing thats sort of similar is that snake wont be able to use cypher again after bouncing on rush after dropping from cypher but he does get his double jump back, but I think that just happens because only one cypher can be on screen for snake at a time.

Sonic and Bayonetta can get similar results if they use their moves that put them into special fall, but the only difference is that Sonic’s and Bayonetta’s special fall moves normally put them in a weird state that disables only a few moves in the first place.

The PacMan one seems intentional, because in smash 4 there was a way to do infinite up specials with something similar.

Seeing the PacMan rush glitch makes me wonder if there might be weird stuff with like, broken Up B for Robin or Hero…?
