If you treat the inside with the Sho-u Su-gi-ban technique until it looks like alligator skin, would it be resistant to water and insects with no need for the plastic foil?

Hmm. It would be more protected than if you didn't blow torch it. That said, I used pressure treated for this and you would not want to use the technique on pressure treated wood. That's already preserved albeit with chemicals instead of charring. Hope that answers your question.

@@TinyIndustrial Ups, I missed the info that it’s pressure treated wood.
I heard you say to not burn pressure treated wood in some of your videos and it made sense to me than and again reading your answer now. Thanks!
But if one would build raised/wicking beds out of untreated wood and would burn the wood (shou sugiban or yaki sugi) and brush it heavily afterwards and treat it with Linseed oil, Flaxseed oil or other material that is safe for health (beeswax, whatever) - could one leave away the plastics completely?
There are a lot of people who don't like plastic wrapped food or drinks. There are a lot of people who are concerned about MicroPlastic.
But when they build raised beds themselves, they line the inside with plastic wrap (so the wood doesn't rot) or build the beds out of old IBC plastic tanks. How to get rid of plastic inside of beds all together??

Yeah, it's all a trade off. People like the longevity that plastic has to preserve things longer. At the same time there is way too much plastic in the world, so what do you do?
