Rayman 4 was just put on hold, it isn't exactly cancelled. the creator said it would start up production again after a game he's working on. so that girlfriend might see the light of day, lol.

Characters that were intended but weren't realized due to creative differences or time constraints. It's all kinda sad to see what some one created never get seen to it's fullest but that's what's interesting to see what could have been.
An interesting case is the one of Miyu and Fay from Star Fox How they were forgotten and, Katt for example got things like Miyu earing in Zero. However, they came back in the official release over 20 years later. Another similar case would be Fast from Crash Team Racing, which became Hasty in Nitro Fueled
It's Kind of ironic considering about Sonic's sister. Thanks to Sonic Underground, Sonia became his sister and had a brother name Manic; so Sonic got a sister anyway. As for Tiara, she now only exists within fan artwork, fan comics, fanfiction, and as you said cameo within the comics.

Is there any chance Fedora Kong was just a render someone made for that article? Back in those days magazines didn't always use official art for whatever reason. The best example I can think of is a Nintendo power article for the original SNES release of final fantasy 2 and the character art they used was waaaaaay off... like "green tribal" Kain and "fat middle aged men" Palom and Porom.
I am a big fan of the Klonoa series, and in the concept art you can see things like this, like some unused enemies in Klonoa 2 who only appear in a crowd-pic of all the characters.
Bring back Tiara Boobowski! I used to hope she'd at least be in the Archie Comics. She's such a cool cat and a neat idea as a potential love interest or even a sidekick for Sonic.

There's some screenshots of him from the cancelled Playstation port, but was cut supposedly because he was deemed offensive to homeless people. He also didn't return in the Sculptor's Cut of Clayfighter 63 1/3. I'm kinda surprised he would be cut for that reason, considering the other possibly ethnically offensive characters that made it into both versions.

I own a kiosk demo of nintendogs which has beta content like unused songs and text. They're could be more in the files for the game like the Mario Kart DS kiosk demo did but I don't believe anyone has every tried to find unused content in the kiosk demo. It could have the dog breed models that are in this video or some other kind of beta stuff.
Fun fact about Shiba and Friends (that I'm not sure if anyone else has pointed out): We did in fact get a port of it! It was just localized in the west as Lab and Friends and I'm not even sure if the Lab is available at all in Shiba. I do have the game and it's not avalible as a starter dog and if it is unlockable, I havnen't unlocked it yet.

He bares a striking resemblance to Louie, its also worth noting that on the concept art, A, B, and C are all in alphabetical order while D being on the far left is isolated from that order. You do find Louie in the game, and an icon of him appears on the menus right next to Alph. He is found so late into the game, that many think he was cut as a playable character, as it was difficult to work in any significance due to time constraints as most of the game was already developed with 3 captains in mind.

As a Sonic fan, who is also very interested in the obscure side of the Sonic series, I have to say that I love the lost characters of the Classic era: Tiara Boobowski and Honey the Cat. It's sad that they were scrapped and got stuck in the past because I think they could've been genuinely interesting additions to the Sonic roster; a tough-minded anthropomorphic cat working as a fashion designer and stylist, but she also doesn't mind using her fists to kick some butt, and a manx who is supposed to be Sonic's canon love interest, has a spunky attitude and can keep up with Sonic. I genuinely think they were intriguing characters that had a lot of potential in them. I hope that some day, they will eventually get the Mighty and Ray treatment.
Here's some interesting info about the cut marine character "Jeff Buckman" from VF1, apparently he was based on one American AM2 dev who fought in the Gulf War "Jeffry Buchanan" eventually the character based on him got cut but Yu Suzuki ended up giving the name Jeffry to the Australian Fisherman.
Sister Sonic not existing is for the best I hate when games are drastically changed just to appeal to a perceived audience. Popful Mail is a delightful game and we don't Sonic character that lacks any creative passion.

It's sad that they were scrapped and got stuck in the past because I think they could've been genuinely interesting additions to the Sonic roster; a tough-minded anthropomorphic cat working as a fashion designer and stylist, but she also doesn't mind using her fists to kick some butt, and a manx who is supposed to be Sonic's canon love interest, has a spunky attitude and can keep up with Sonic. I genuinely think they were intriguing characters that had a lot of potential in them.
I hope that some day, they will eventually get the Mighty and Ray treatment.

Here's some interesting info about the cut marine character "Jeff Buckman" from VF1, apparently he was based on one American AM2 dev who fought in the Gulf War "Jeffry Buchanan" eventually the character based on him got cut but Yu Suzuki ended up giving the name Jeffry to the Australian Fisherman.
Imagine being a character, waiting to be added in your game, only to be abandonned during developpement and forgotten.
Sister Sonic not existing is for the best I hate when games are drastically changed just to appeal to a perceived audience. Popful Mail is a delightful game and we don't Sonic character that lacks any creative passion.
