Can't replace Desktop Background/Wallpaper (Some of these settings are hidden or managed by...)

Under Windows 10 Pro
run gpedit.msc
User Configuration
Administrative templates
Control Panel
Personalization
Prevent changing desktop background
set it to Not Configured, OK
*Windows 10 Home edition does not have GPEDIT.MSC

THANK YOU! I had tried a couple of fixes from Microsoft forums that didn't do anything, from enabling Telemetry again to resetting group policies in regedit. What I had to do was find this option you point out "prevent changing desktop background" and disable it. Then I set it back to not configured so all is now normal and functional. Again, thank you!!

Try opening a command prompt and typing gpupdate /force then restart your workstation. Worked for me.
