Bro, i had the problem of cant changing the background, because it changed for a split second, but as soon as the background transition ended, it reverted to the last background. I checked that box and clicked on ok, then unchecked it, and Would you look at that? It worked! I can freely change my wp! Thanks man!

changing the TranscodedWallpaper file extension to ".OLD", and then subsequently restarting my PC did the trick it looks like! thank you! my desktop wallpaper was "stuck" on 1 image, and any other deviation from it using another image would result in my desktop going all gray. just curious as to how this happens?

None of this advice worked I tried this and it worked for me. C:\Users\USERNAME\AppData\Roaming\Microsoft\Windows\Themes
Once I revealed the hidden files, I deleted the TranscodedWallpaper(I think it was corrupted or something) and then set the desktop to the image I wanted.
