I don't think Tony was trying to kill Rhodey when he fired the blast at him in Iron Man 2 (he's his friend at the end of the day, and likely knew the suit would protect him). The second-degree murder charge seems a bit harsh in my opinion.
The funny thing is if he 100% knew that his suit could protect him from anything, some self-defense claims would not be self-defense.

One thing missing from the video. Since he built military equipment he's likely signed the US equivalent of the "official secrets act" so testing military equipment in full public view could be in violation of some kind of intelligence/espionage law

Most of what Tony did was in self defense. Tony is cocky and slick. The first computer hacking should’ve been pardoned due to the fact pepper was helping Tony figure out what obidah was up to with the iron monger suit

Wouldn't there be additional crimes committed because he brought Spider-Man, who at the time was a teenager in high school, into a fight against Captain America's team, which was mostly viewed as terrorists pretty much? Yep a minor taken across state and international lines without parental approval regarding of who's ordering stark is kidnapping at minimum and that's not adding to it putting him in harms way.

6:52 - the end of Iron Man 3 was all self defense, his friend was captured he was attempting to save him, War Machine armor is HIS PROPERTY so the network he hacked was his own, and as you pointed out Tony is a LEAGAL WEAPONS maker so creating those weapons to save Rodie was also self defense.
also the fake Mandarin was a terrorist wanted by the US Government - Tony is a member of the Avengers at this point and has the authority to act.

The Government did not order Ironman to recruit Spiderman, he should be charged for reckless child endangerment even if the child in question has superpowers as Peter Parker was only in the superhero gig for a month prior to the events of "Captain America Civil War", Peter was Coerced into a fight that he had no business to be fighting in(This is one of the major reasons why Spiderman was considered to be the least respected out of most Marvel heroes) as of course he did not know what was really going on between his two favorite heroes.

In order to charge someone for the crimes he was ordered to bring them in for the order needs to be lawful, which it was not, therefore there are several more charges to be brought to him and by extension the people who ordered him to do those things.
