The thing to remember about Wei Cheng is that if you commit a felony and somebody dies during that felony you can be charged for murder. So when he sends his men to kidnap Michael in North Yankton (Felony Kidnapping Charge) everybody Michael kills would count as a murder charge for Wei Cheng.
It could get complicated because he was working as an undercover cop so technically it could get hard to prosecute him. Since if he didn't kill and do all that shit he would have been discovered and have the same fate as that Charlie guy who was undercover before him. Getting torture and buried alive.
