Makes sense, same reason it’ll be easier to emulate PS4 than PS3. PS4 just really lends itself well to emulation since its architecture is so similar to pc. It’s barely even emulation, it’s more like a translation layer like Proton.
I would recommend slowly buying parts, starting from the motherboard to the compatible components so motherboard -> case -> ram -> disk/ssd/m.2/ -> power supply -> cpu -> gpu I put it on this order because GPU and CPU tend to go down in price or get better so might as well leave it to the end

The "action" they took with Persona 5 on RPCS3 was just "hey can you remove our game from your website's branding thank you." It was really just because they were advertising it front and center on their homepage, nothing else.

You can see on their Github compatibility list that neither of these games currently launch. They both have PC versions anyway.
