In general, the longer the dough rests, the more moistured it becomes. In this video, I used knife to cut and shape the noodles, you don't have to rest too long. On the other hand, if you are make hand-pulled noodles, you should let it sit for a couple of hours so the dough will be softer and the noodle would be easier to pull.
