Most likely past. They said this is the Urban Redevelopment Project for Lumiose City, and since Lumiose is based on Paris, Paris did also undergo an Urban Redevelopment Project of its own between 1852 and 1870, where it got expanded to include new avenues, squares, parks, etc. and eventually also got its iconic Eiffel Tower. So...if that's not what Legends Z-A is gonna be doing with Lumiose City, then I don't know what else to say.

I love how there's several Gen 6 Pokemon clearly featured in the shots (Pyroar, Flabebe, Furfrou, Aegislash, Sylveon, Talonflame, others I might've missed) yet I've seen several people completely overlook that and only understanding it's Kalos once they saw Prism Tower XD
