For as much as they paint Bernie to be a comic relief character, he's really a foil to Niko. Bernie is proof that someone was able to survive the Yugoslav war, survive Darko's ambush, and ACTUALLY start a new life, free from the cycle of violence. It's almost like he was inserted into the story to show Niko he has no excuse for not moving on.
This, he even encourages Niko to move on after he gets the news of Darko's aftermath, if we only had the option to hang out with him i would've loved to see them at some point finally close that chapter of their lives
You're right, but the circumstances are different. Bernie likely wasn't all that attached to his old identity as Florian Cravic because it was repressive and false. He couldn't truly be the person he wanted to be until he came to America, so it was much easier for him to leave the past behind and embrace something new. For Bernie, it was a fresh opportunity but for Niko it was a tremendous blow and the ruination of everything he'd strived for, so it's much harder for him to move on. Also, Niko has been immersed in violence and crime on a professional and personal level for a long time now whereas Bernie seems to have been living a fairly honest life (besides sleeping with a married man) and old habits die hard.

In real life Niko, Darko and Florian would have been trained by Soviet soldiers and you can't imagine what they were put through. The men fought in the Bosnian wars so they would have seen quite a lot. War changes everyone, rarely for the better. It's why Niko is so cold and probably why Darko became a raging drug addict. Florian probably plays up his homosexuality as a form of coping, all three men have their coping mechanisms. Darko- drugs Florian- alcohol(table seen in the cutscene suggest he drinks) possibly his played up homosexuality Niko- is clearly and alcoholic too he gets absolutely shitfaced drunk on friend activities but also desperately tries to refuse alcohol when it's given, he struggles with this though as seen in the Holland play where he looks longingly at the Schnapps playboy pours for him, he finally caves at the end of the game where you meet Jimmy P in the strip club. Niko starts throwing back large glasses of Vodka without any thought.

Like he gave good advice, and on top of that, after realizing he didn’t have to tell Bernie how to live his life, he ended the conversation with “I’m your friend, and I will try to help.” What amazes the most though was he realized that he’s not usually this talkative and yet he was. And it shows just how much he cares. It’s a nice touch when it comes to this game’s writing.
It's funny. Bernie came to Liberty City and changed his life let go of his past (but you can still see he thinks about it everyday and is angry). The line delivery at 8:26 may actually be my favorite moment in the entire game. Bernie is trying so desperately to keep up his happy, flamboyant persona even in the presence of someone from his horrible past waving a gun in his face, but the mention of Darko makes him completely drop his mask for just a brief moment, and he shows the rage and trauma that still simmers within him. It even seems like he shocks himself a bit, as though he had successfully buried his past, and had not confronted it again until that very moment. Genuinely makes me tear up every time I see it. This game's writing is a masterpiece.

I really came around to liking Florian. I remember playing it originally and disliking the flaming personality, thinking that Niko probably would find it contemptable (coming from Slavic culture myself, I know the local attitudes aren't exactly liberal..). But replaying the game I really found myself enjoying the dynamic of Niko and Florian being old friends, with Florian being one of the people closest to Niko going way back to the old country. So no matter his lifestyle or how much he changed since the war, he's still good old Florian for Niko, and when he's in trouble Niko is gonna help him out. This time around I really enjoyed the entirety of Florian's missions.
I get the feeling that Bernie decided to put up a facade as a way to cope with what happened back in Serbia .You can see him have a rougher voice and a less singy tone when talking about the deaths of his friends .

Let's see: Niko would agree to do the deal because he wants to move on from anger and try do do what's best for him and Roman. When you get the money, Roman and Niko finally fell like they've made it. That Roman and Mallorie can finally have a stable life. Unlike when Niko acts selfish, and chooses to fulfill his revenge mission instead of trying to build a better future for Roman (who has suffered a lot because of Niko's decisions). Killing Dimitri next to the statue of happiness fells right, it feels like the end. Unlike killing Pegorino, witch feels like it's just thrown in so they can roll the end credits...

On one side, I am interested to know about Niko and Bernie's past, but at the same time, what can he offer you when you reach a high enough friendship level.

From what I've seen, Florian and Darko are the outcomes of Niko's decision: Florian/Bernie: He is Niko, who finally let go of his past and found a stable and peaceful life. He let go of his revenge, realizing that it is not the way to gain for your friends killed by another one. Darko: He is Niko, who never let the past go and let himself be consumed by revenge after the death of his friends. He relentlessly kill people for money and his life would go downhill if he became obsessed with revenge It's interesting how these two represent what would happen to Niko if he does good or bad choices.
When Florian is actually angry, that moment when his real voice bleeds in, just goes to show how well he is written. The dichotomy is really well shown.

Really enjoy how even what might be considered somewhat of a joke-character (a comic relief, perhaps) is still very fleshed out in the plot and lives under tragic circumstanes. Looking back, the story of this game really was something special.
I think there were many good reasons why I love this game than gta 5. niko is just so awesome to relate to. I really thought it was because of nostalgia when I was a kid but no, gta 4 is clearly great on its own.

I would’ve loved it if Florian went with Niko to meet Darko. And had a conversation in Serbian, and Florian would actually speak and act like he did in Serbia. Man it would’ve been so much cooler and add a lot of backstory to the betrayal that happened.

I replay GTA4 every year and never touched Episodes and decided to play them finally. I gotta say I'm disappointed Bernie didn't appear or have any missions in TBOGT.
I like to think that after the end of the game, Niko and Florian (alongside Roman) went out on mundane activities like having dinner, go drinking and maybe even a spa day, finally leaving their past behind and helping Niko coping with the horrible things he's gone through and finally moving on.
I'm Croatian, and despite both Niko and Florian/Bernie being Serbian I can perfectly understand Serbian, the scenes where they talk Serbian are not exactly the best but I know their voice actors are american and for what it's worth they did do a decent job even if some lines sound strange, like Florian saying "govori engleski" which does mean "speak english" but the way he says it is clearly in a non-eastern european way and I can especially see it in the confrontation between Niko and Darko where Niko's says "mogu da nastavim, sviju, ah? (eng translation: should I go on and name them all?) when it would've been better for him to say something like "mogu da nastavim, sve po redu/mogu da nastavim, da ih sve nabrojim?" which would've been more accurate to the translation but again the voice actors still did a good job and I mean all this criticism in good faith

Niko would agree to do the deal because he wants to move on from anger and try do do what's best for him and Roman.
When you get the money, Roman and Niko finally fell like they've made it. That Roman and Mallorie can finally have a stable life. Unlike when Niko acts selfish, and chooses to fulfill his revenge mission instead of trying to build a better future for Roman (who has suffered a lot because of Niko's decisions).
Killing Dimitri next to the statue of happiness fells right, it feels like the end. Unlike killing Pegorino, witch feels like it's just thrown in so they can roll the end credits...

Florian/Bernie: He is Niko, who finally let go of his past and found a stable and peaceful life. He let go of his revenge, realizing that it is not the way to gain for your friends killed by another one.
Darko: He is Niko, who never let the past go and let himself be consumed by revenge after the death of his friends. He relentlessly kill people for money and his life would go downhill if he became obsessed with revenge
It's interesting how these two represent what would happen to Niko if he does good or bad choices.

Really enjoy how even what might be considered somewhat of a joke-character (a comic relief, perhaps) is still very fleshed out in the plot and lives under tragic circumstanes. Looking back, the story of this game really was something special.

I like to think that after the end of the game, Niko and Florian (alongside Roman) went out on mundane activities like having dinner, go drinking and maybe even a spa day, finally leaving their past behind and helping Niko coping with the horrible things he's gone through and finally moving on.

I'm Croatian, and despite both Niko and Florian/Bernie being Serbian I can perfectly understand Serbian, the scenes where they talk Serbian are not exactly the best but I know their voice actors are american and for what it's worth they did do a decent job even if some lines sound strange, like Florian saying "govori engleski" which does mean "speak english" but the way he says it is clearly in a non-eastern european way
and I can especially see it in the confrontation between Niko and Darko where Niko's says "mogu da nastavim, sviju, ah? (eng translation: should I go on and name them all?) when it would've been better for him to say something like "mogu da nastavim, sve po redu/mogu da nastavim, da ih sve nabrojim?" which would've been more accurate to the translation but again the voice actors still did a good job and I mean all this criticism in good faith

Bernie is truly one of my favorite rockstar characters ever. He is a strong man for what he’s endured. He is proof that Niko can come out for better on the other side. Always bothered me that they didn’t let you do friend hangouts with him like with Bruce or Roman or Jacob.
