Lot's of good work you've done. I might suggest simply having a reputable shop freshen your original starter up, or you can do it yourself. Those reman starters are a PILE.
I went back today and took out half a turn on each valve. It did seem to help but still having issues with these stock starters. The starter wheel only contacts half the flywheel and after a few starts, it starts grinding. I'm going to try a racing starter next.
She sounds awesome! Haha at this point maybe you should put a pull starter on it :D Being a 383 it should have a high torque starter though thats why the stock one is giving you hell.
the timing may be off but I dont think by much. try playing with the Idle mixture screws on the carb turn them all the way in then out 3 turns each start from there..... good luck sounds good
If it sucks the dollar bill in the exhaust, it mean the valve is open when the piston is going down. The valves need to be adjusted. Don't rev on it, having open headers, it can cause a fire. By using the dollar you will be able to pin point the side that needs adjusted but not which exact valve it is. It would not start as easy if the timing was off. Did you use the distributor cap with the hole on top? You can contact me if you still have issues.

Thanks buddy, It sounds even better now but I'm still having starter trouble..
Motor sound good when its running, keep on you'll get it right.
Thanks for the info. I've got the HEI cap. I don't particularly like the idea of having my head near the end of those headers.
Thanks, I hope you're right. I just ordered a new racing high-torque starter for it.

Awesome nothing like the smell of cracking off a new smalllblock!

I think it was sucking air into the carb from loose clamps on the fuel line so when I get the new starter in, I'll get it another go.
I think I've got the motor pretty close to being timed right, but the starter is still giving issues engaging.

Yeah, I found the fuel lines going to fuel pump had loose clamps and put some gas in the tank.

Especially with open headers! LOL
good luck friend
If what sucks the bill in? I haven't got the timing right yet.
It was already a rebuilt unit. I guess even a factory starter won't last 27 years lol
you need to adjust your valves if you used a 1$ bill to check the valves if it suck the bill in hold on the bill good
you might not getting enough gas to the carb to keep it at a idle
you can yse a clothespin on a stick with some paper the same size a $ BILL
