Chairman ISP trying to survive just like me in high school.
I think it's possible to outright win, although it would take ages. Don't join faction, deliberately allow AI to take a port, and then kill troops immediately after they land in the port (game gives them low org during shipping). Make sure to put maintenance support companies on your divisions, for the equipment capture.
RADAR helps with detecting ships, so use that + night-only missions to naval bomb, should speed things up a little. It will still take a long time. Once you have other important techs (despite limited slots), you can go to sub 3 or 4 and use 3 dockyards to crank some out. Unlike deployed air wings, ship losses take manpower to replace, so you can use very hard to detect subs to lay mines --> sink ships and 0 manpower AI won't replace them.
Eventually (and I mean probably several decades), you can zero out the AI manpower even on scraping the barrel, after which it won't be able to make new divisions. If you think this sounds awful, that's because it is awful.
I give it 1 year of survival, no more, no less.
