His f+1+2 has only 1 frame slower recovery in T6, the only reason QCF+2 is hard is because Paul, Bryan, Nina, Marduk, Dragunov, and Heihachi have a QCF as a stance (meaning you can't buffer it). Funnily enough, in Tekken Prime 3D edition, a port of Tekken 6 on 3DS, Heihachi was buffed the most. (112 can be delayed and still true, his ws1 guarantees a QCF 2. His B2 is the back fist again) However, his wall combo game still sucks
Regarding Heihachi at least, here are some other notable things about him in 3D Prime: . WS1 is 14f instead of 16f, it deals 6 more damage and it guarantees a QCF 2 as previously mentioned. Not only this but QCF 2 is one of Heihachi's touch screen buttons, so you could do it perfectly with zero execution. This could be helpful in numerous situations. .1+2 is a fast panic knockdown like in T7 and 5. It's 12 frames fast but it's still -12. . While Heihachi did lose 1+2 as a mid launcher, he has a new move, d1+2 which basically serves the same purpose as his 1+2 in 6. It has worse frames (16f, -13 as opposed to 15f, -12) and it has a bit of pushback on hit, making it more awkward but it does mean that Heihachi still has a fairly fast mid launcher, making his adjusted 1+2 less of a mixed bag. . Speaking of new moves, Heihachi also now has db1+2. It's a mid mid string. It's fairly slow and it is unsafe but it does high crush. I imagine it's not very good but it's there. . DB2 deals 10 more damage which makes it a fair bit more rewarding to go for. . F4 has reduced pushback (on hit and on block), meaning that you can actually set up pressure with it again. Still does nothing on crouch hit though. And those are the main things I noticed. It's not everything. Heihachi got numerous more damage adjustments and there are probably more moves with adjusted frame data, hitboxes, properties and such. These are just the main things I noticed while testing. IDK about the rest of the cast though, I have no idea if anyone else was changed from T6.
If you think the disparity between open combos and wall enders is big for Heihachi, then you should've seen vanilla Julia where CES 1+2, her most integral bound tool, had yet to be invented. You either bounded with her early, or not at all since she had nothing to bound an opponent after putting in all her fillers for open combos.

In Tekken 7 every Mishima is an S tier, in T6 Hei is a good B tier character. Balanced, good, has better virtues than flaws. But I get it, you want every character to be as strong as Feng is now. That would just ruin the game totally.

Heihachi didn't even get his DF+1 and 1 strings buff until later on 4.20 which added so much pressure in his gameplay on T7
Mishimas in tk6 mainly kazuya was pretty bad imo and ofcourse Dvj was best mishima to use he had all the tools 😅
