    In the name of Federalism, it seems many of the present states are not cooperating with the centre only because of their political leaning and it is becoming a severe issue day by day. If this issue is not addressed properly now, it will lead to create island countries within the country. Central Govt makes policy for the entire country and this needs a good amount of Expert officers from all the cadres. Since this new amendment is expecting to address this issue, I am supporting this move by Center. I also believe that for any misuse of this law by Center, can be appropriately handled by our honourable Nyaypalika.

      Well as cleared by Mahipal sir, and if you do some ground researches It can be easily derived that the states needs those officers for their participation in the schemes and the state's development projects. So if they send officers from states, their own projects get affected. And I believe, even the upper level Politicians dont trust their fellow politicians of local areas rather they trust these officers well. Now, the main problems before us is We dont have enough officers to handle such a huge population of ours. We should have more officers so that none of the work is hampered. Surely their can be misuse of the proposed rule depending upon the state-central relation.

      @@omassociates7221 how come is it dictatorship? When the states themselves dont abide by the rules set? And later cry foul for the consequences. Yes the states need those officers, so does the centre. The 40% quota being reduced to 25%, and then again below it. Don't you see how states also have pushed the centre to take these step? Federalism is not just the responsibility of the centre. States too must understand.

    1.वर्तमान में ias अधिकारियों की अधिक संख्या में भर्ती होनी चाहिए। ताकि भविष्य में इसी प्रकार की दिक्कतें ना हो।
    2.राज्यों पर आवश्यक रूप से केंद्र में अधिकारियों को भेजने का प्रावधान मौलिक नही लगता। अतः प्रत्येक अधिकारी को 2 से 5 साल के लिए केंद्र में काम करना आवश्यक करना चाहिए।
    3. केंद्र के पास लेटरल एंट्री का भी रास्ता है जिसके द्वारा निजी क्षेत्र से विशेषज्ञों को एंट्री दी जा सकती है। परंतु लेटरल एंट्री विशेष परिस्थिति में ही होनी चाहिए,और पूर्णतः पारदर्शिता के साथ।
    4.कुछ मंत्रालयों को मर्ज किया जाना जिससे श्रम क्षमता में वृद्धि हो। जिससे minimum government maximum governance के लक्ष्य की प्राप्ति हो सके।
    5. इन उपायों के बाद भी केंद्र में आईएएस अधिकारियों की कमी होने पर केंद्र के द्वारा राज्यों से आवश्यक रूप से अधिकारियों को बुलाना उचित समझा जा सकता है।

    Union government should create it's own cadre, as you said "center cadre" for which an officer will be permanent.

    I think this a very good move as central govt's intention here is apolitical, because they need the expert of certain field which can be found in the states cadre only. States shouldn't have any problem regarding that.

      Minimum Government, Maximum Governance was the slogan of BJP and its sanctity must be maintained, hire consultants from private from different walks of life for a minimum period of 3 years, extendable on wish of Government, Nandan Nilenkani of Infosys was appointed by Government for Aadhar card, did wonderful job, similarly experts like hi who have earned expertise and fame in private sector must be appointed by Government as is done by USA and UK who work in Government besides Civil Servant and enjoy same salary and powers as Civil Serva

    My opinion is the rule in which AIS officer's must have 14 years experience...it can be minimised to 12years or may be 10 like that ..so that in a less time AIS officer's can be ready to move in a central gov..

    A civil servant cannot disobey center but it happened in Bengal, state interfered which is not good for federal structure

    Cooperative federalism must be a responsibility of both Center and State. Whenever states try to misuse their available powers, Center need to show its Authority. Probably the makers of the Constitution have designed the Indian Federal structure in a quasi-federal manner to keep the unitary spirit ahead.

      This increasing Unitary spirit is the biggest threat to India's unity. The more unitary India goes the more problems occur.
      States in the South always feel Centre is exercising control on it. Unitary measures like NEET has already angered states like Tamil Nadu.

      Greater central powers in a quasi federal system guarentees uniformity throughout the nation, as seen from GST. Bringing uniformity in the economic and legal frameworks is a mere reassertion of "all Indians are equal" while bringing in the reforms necessary to make India a more robust economy.
      As for anger of TN, DMK is angry at the very existence of hinduism. Their political positions and perspectives are prejudiced and fiercely political. Thats all there is to it.

    When it comes to a federal structure, India is still not as mature country to be as federal as USA, so I believe until things are under control (not like emergency 1975-1977) we should continue with a system where center should always have a superior power over states.

      ....you are right. Moreover Federalism is a both way traffic kind of set up where state too have to abide by the rules. In cases of Maharashtra and WB what we have observed is nearly one way traffic. Federal structure never allows states to dominate over central govt

    Alongside an upper limit, a lower limit should also be applied to the percentage of officers to be sent to the central by each state.

      @@ayushpandey5857 sir our government is based quasi federal government so it is responsibility of both i.e centre and state to run the government. When states ask centre that we need these no. of officers centre did the same but when centre asks states to send some of the officers to run centre operations states send less no. of officers to centre by excusing this will hamper the states operations but as per rule 6 centre allot 25% more officers to states so that when it comes for centre deputation states have enough officers to serve the state. Now it is state responsibility to send the required no of officers to centre as per requirement given by centre.

    There must be a central cadre because over the time we had seen sharp decline in these vacancies and after implementation of lateral entry, it was evitable. It may have aspersion to centre and dilute the autonomy of state by ill conceived politics.

    I think this amendment is required.
    Dopt should make this rule for only 10 year, and also upgrade the limit of ias intake strength.
    When strength of ias become sufficient then this rule should revoked automatically (after 10 year)

    there should be a mandatory time bound cyclic deputation pattern . Lateral entry and increasing posts of All India Services are also very remedial measures...

      Lateral entry should not be carried out, government will appoint their ideological people in various departments.

    Why Central Goverment is not selecting more IAS and IPS officers so that new IAS officers can be diployed to state level and the experience gained Officers can be sent to Central level?
    States are also right at one point because They have also need officers to administer.

      Ek hi IAS ko use krke different departments me daalte rehte hain bewakoofo ki tarah.
      Pehle DM bnayenge, fir uske baad Road transport me daal denge, 5-7 saal baad agriculture me daal denge, aur last me aate aate joint secretary bna denge home ministry me.

    I think in your earlier video you said there is a plan to increase the number of officers recruitment per year in coming days. That could be the right solution and also they can keep enough officers in state cadres as per plan first and then call for centre. Regarding the expertise, it is better to identify the officers during training itself and nurture them in particular subject then distribute among the states and center. Both center and state were right in their opinion and given situation the states ruled by opposition always cry foul than keeping good dialogue with center is the need of hour beyond politics. Sir please make the presentation on republic day tableaux issues with all inside issues.

    co operative federalism is a two way road not just centre has to co operate but it is also the duty of state , state should have responded to centre give officer as a spirit of co-operative fedralism and raise issue of raising their cadre allotment so that more and more officer are available

    One more aspect to notice that non bjp ruled state govt denied access to CBI to inquire in corruption cases to save corrupt bureaucrats that shows some where politicisation of bureaucracy

      That is purely vague from state's end...Since CBI can directly participate in cases without any intervention at crimes or cases related to Union list...
      Regarding cases relating to states it can only proceed if states recommend or judiciary gives them judgement to do so...
      Even if they deters CBI proceedings judiciary is available for action...

    In my opinion it is more than just a "who all are opposing" issue. Irrespective of which political party is ruling the state, this problem is severe.
    And the reaction of the government is totally foolish, if both centre and states are facing a crunch in AIS officers then it simply means that there is paucity in general and it cannot be overcome by dragging max. strength towards oneself.

    Few percentage of AIS as per required by central govt should be made reserved from total strength. Deputation should made compulsary within specified length of service as decided by DoPT.

    The spirit of Cooperative Federalism must be maintained in both letter and spirit.
    1) Central govt must ensure that the limit of 40℅ will not be exceeded. And no. of vacancies will be increased in future.
    2) The need of officers of state can be fulfilled by promoting state level officers. (To give them encouragement and experience).

    The government should explore innovative ways to solve the conflict ....probably the lateral recruitment of specialist officers is one solution. Over the passage of time we as a country need more specialized bureaucrats who have wider exposure as they need to coordinate with multiple stakeholders (public-private partnership kind of things).

    It is the high time when governments should look for practical solutions instead of keep blaming each other for destructing constitutional values like federal structure . Irony is we r 2nd largest Populus nation but still we r fighting for capable officers or lack of officers . Isn't it raise question on our recruitment system , why don't we as a nation strengthen that , why don't we invest on infrastructure development to train more officers ?
    Population of nation is increasing but number of employees or officers to command that population is still same ,why ? In each sector we are lacking of workforce weather it is Medical, Army officers , Civil services , education , police , judiciary, Intelligence services etc. Jai Hind 🇮🇳

    Ofcourse federalism must stay intact. So these amendments must be time bound. Say, 3 years. And within this time limit Officers count should be increased, so that after this period States will have adequate officers and can also send for Central deputation.

    Two fold solution:
    1. Centre should recruit more AIS officers (e.g. As population of India & no. of states/district has increased over the time in India, so 180/year limited no. of IAS is bound to be short, hire according to proportionality).
    2. Centre must have say in central deputation as Indian constitution has given more authority to centre, thus need more officers to brainstorm, form & implement policies. But it shouldn't exceed the earlier max limit of 40%, and also officer's consent must be there for special project deputation then only bring them.(As half hearted officers won't be 100% efficient in work). There might be a scenario where few officers won't like to go to deputation (as they can grew political nexus in states), to fix this issue.. say, ensure something like 2 years compulsary deputation for every official in his last 10yrs of job.
