If they demand parity for their national currencies, as the jus cogens norms provide, the dominant currencies will be in the waste basket. Any agreement or even treaty contravening jus cogens norms is ab initio void in terms of the Conclusions- not recommendations- on jus cogens presented to the UNGA by the International Law Commission.
