Dai Calendar 1386 New Year Festival Celebration.
During Dai New Year Festival, people make wishes and release sky lanterns(also called kongming lanterns, wishing lanterns), wishing everyone a safe new year. Tens of thousands sky lanterns released on that day. On that night, this airspace was closed for the purpose of releasing the sky lanterns.
By the way, don't worry about the trash. After the event time, hundreds of sanitation workers and volunteers cleaned up the trash.
