with verizon you pay 1.99$ for data downloads per Megabyte. But, with this there should be no data downloads cuz your surfing the web through a different servers instead of Verizons.
That's mostly because the browser isn't very strong and can't handle a lot of things. The best and most useful site I got to was Wikipedia and a few other sites here and there.
So it does require an active cell subscription, and it very well could be disabled at this point. It's pretty easy on Verizon's end to disable this, so wouldn't be surprised with how old this is. :( Quick EDIT: Make sure the version matches as well, I do remember there being other models of Razr and my V3M had this way of navigating to this menu.

When you have to dial ##2769737 to get to the "web sessions" options, there is no option to set up a new account, I mean there are some options but looks like its not complete. I only see: New entry, then Gateway Ip1, gateway 1, gateway ip 2 and gateway 2. in the other phones you see more fields, does anyone know how to set a new account using only this 4 fields?? it doesn't work for me

As I said it might cost you data, but I never once had data charges on my plan. Each person might have their own data charges applied to their bills.

On those "smarter" phones those web browsers are more advanced than let's say the razr's and you'll have to pay $1.99 per MB used of data.

Yeah, the newer models lost it. My dad got a new model from a Warranty which was only a year after my phone and they already removed this option.
v3m or v3c will work there are the same phones it just the v3m has a mini sd slot v3m does not
