I love this part in the musical. Say what you will about Heather Chandler, Kurt and Ram, they were horrible horrible people, but did they really deserve to die? Some sort of punishment for sure, but death? Like Veronica says, “They were just seventeen, they still have room to grow.” Be honest, not everyone was their best selves during high school or their teen years. People have the ability to change, if they’re willing to put in the effort. They were young, and still had a whole life ahead of them. Maybe if they were given the chance and time, they’d realize the error of their ways and be better people, maybe they wouldn’t, but they had that chance viciously and mercilessly robbed from them. Am I excusing their actions? No. They were really horrible and did deserve some comeuppance, but they didn’t deserve death

After the school year, they'd most likely leave her life. But what JD manipulated her to is never going to leave her. So, „No, but you can“ is a true answer, but they can as well, basically, I'd say. I think I know why its called prom or hell, in the movie when Veronica is writing in her diary around this time she finishes of her diary entry with "am I going to prom or hell"
