Tango early in the movie kept disrespecting Frank. Tango believed after Bumpy Johnson died that he was going to run Harlem. Frank had to show him who was in charge here. It was cold and calculated. He knew exactly what he was doing.
True but after Bumpy died, Tango believed he could tax dealers 20% that operated in the neighborhood, including Frank. In their interaction where Frank was having coffee, Frank dismissed all that because Tango didn’t have the authority to do so. When redtop gave Tango the package, he never intended on paying Frank because he was trying to one up Frank for the tax ordeal.

Frank took the pains to empty the granulated sugar in the jar into a plate on the table because he didn't want to waste it. He very well could have tossed the sugar into the street as he stepped out of the diner, yet he had no second thoughts about 'wasting' Tango's life. Bro, that's cold as dry ice. 😄
The character he plays is quite much of a gentleman. In the beginning of the movie, that man he killed poured his drink on the table and didn't clean, so he politely did it and put the glass on a coater in a act of pure class.
