As per Rule 121 (1) of the Central Motor Vehicles Act, 1989, no private vehicle can be painted Olive Green as this specific shade of olive green is reserved exclusively for vehicles used by the armed forces, aligning with the uniforms of military personnel.
Moreover, the Central Vehicle Act mandates that private vehicles must not use this colour, and any violations can lead to severe penalties. This measure ensures that military vehicles are distinct and easily recognizable, and it also prevents any confusion or misrepresentation involving civilian vehicles. Manufacturers and Regional Transport Offices (RTOs) are also prohibited from approving this colour for private cars. Thus, while other shades of green are permissible, the specific military olive green is off-limits for civilian use.

I don't think anyone would be punished, as RTO themselves PASSED the vehicle and allowed that color.
They would probably just STOP the registration of NEW cars for that color.
Even might be possible that they would allow a time-limit. That is if companies already have a few stocks of that color, they will allow that and after that they will be asked to stop manufacturing that color again.
No one is going to ask you to repaint the car.
Just like how if non-BS6 models become illegal doesn't mean they ask the already owners to make their vehicles comply with it.

The repainting should be done by the car makers, it's them who knowingly has played with words and got this case raised. A lot of people won't know about these regulations, not everyone is a law nerd.

If any Company sells a particular shade of colour to a Customer knowing well about the rule then how can the Customer be blamed even if he or she was well aware. As far as RTO is concerned it is the most corrupt dept in our country as danked by CAG itself a few yrs ago. As far as the MVA is concerned if there is any championship of absurd rules/laws it will stand a good chance of winning.
