It does work, you just have to try A LOT. If let's say you kill 5 special in around 4-5 minutes for example, then in one hour you've killed around 60 special, there's no way you're not getting blueprints. You should atleast get 1 or 2 blueprints depends on luck.
You can also do it in 'Rush Hour' mission in Europe where theres unlimited special zombie and if you have a lot of second chances because of mission time limit you can repeatedly do this until you get all the blueprints you can
You should also play on the warfare, choose the "Seek & Destroy" mission and set the difficulty to hard, there's a chance that you can get 2, 3 or maybe four blueprints (if you're lucky). ps: Scienfist has a better chance of dropping blueprint

I also have tried to grind in supply loot by sticking until the last five minutes countdown which also helped me get some blueprints
This gave me 7 blueprints and i completed almost all weapons play on hard mode and keep repeating this until you get
