I have 2 questions , this method also can see files from the recycle bin? And the second one , this method works if the c partition is fully encrypted by veracrypt?

Hey, you can do it by clicking it and go properties. From properties go to security, then advanced and in the box type users and press check names. Then press apply and change what you can do. If you didn't understand go search a tutorial.
