I will say that Halo Reach Elites are supposed to have a little more Health and Shield. They were designed around the fact that you would have Allies that can't die and a lot of marines. Halo 4 Elites however, were designed around the fact that you would be alone most of the time. Other than that both their AI is basically the same. I think the Halo Reach Elites are the most durable one out of all the Halo games. Halo CE might be the exception though.
Their stats are the same (for the most part,) but their AI isn't. Halo 4's enemy AI is generally based on Reach's, but dumbed down to a certain degree. As a good example, Halo 4's AI is very prone to just forgetting about you very quickly once you're out of sight and behind cover. It is also worth noting that having allies in Halo Reach doesn't actually amount to as much as you'd think either. The Reach friendly AI is really bad, not only because they have rather slow reaction time, but friendly AI in Reach also dealt roughly half damage with all weapons so even normally great weapons (like the Sniper,) were way worse than they should be.

343 didn't realize that the elites looked so big in Reach because they were next to spartan 3s, so they made them oversized compared to spartan 2s in halo 4.

I assume it must be some kind of limitation because I almost never see the AI dual wield any games, leading to Halo 2 under-performing often, but it also means we seldom see any Reach Elites dual wield Plasma Rifles, which isn't uncommon (especially Stealth Elites, who basically always have either two Plasma Rifles or an energy sword, leading to them being an extreme glass cannon.) At the very least for the Needlers, that's just Halo 4's being a stronger weapon. In Reach you couldn't supercombine until you broke their shield, Halo 4 you could supercombine regardless. Ditto for the Beam Rifle just being a better weapon than the Focus Rifle. The Concussion Rifle seemed to turn the Halo Reach Ultra around whenever he got hit, leading to very buggy interactions with it.

i think that a majority of the reach elites' tactics are very player-focused and don't apply to ai very well if at all. i dont know if they have the ability to tell when an enemy ai is at low shield, but they can tell when a player is for sure and press the advantage. i think the sheer stupidity of the 4 ai is kinda breaking them too unless this specific backport of the ai just sucks

I have an explanation. They're shitty at writing and made a terrible decision to justify the shitty art style change, now we're left with questions. No lore necessary. They're just bad at consistency.
343's explanation is nothing more than a half assed attempt to explain an unpopular art direction they took. The different subspecies argument falls flat on its face since Arbiter also has the new elite design in their games, as well as literally every elite on their homeworld. They decided to change the appearance of elites, faced backlash, then came up with some nonsense to try to explain it. Simple as.
They were just grasping at straws for some type of in-lore explanation because 343 was too scared to just straight up say that they just wanted to redesign the whole franchise.

Honestly if you could take the Halo Reach Elite Ai, slow down their melee animation to be much more telegraphed, they have the perfect base for how the Prophet Prelates could be.

H4 elites are nightmares. And I had a very easy time fighting HR elites. Yet the H4 elites are nothing compared to their Reach versions. It's crazy. I must suck at H4.
The beginning with the Reach minors killing the Halo 4 minors with simple plasma rifles just goes to show how useless and utterly pointless it was to add storm rifles to Halo.
Halo ai is flawed in halo 4, npcs are literally useless or have no tactics at all, dont let me start with the allies ai aswell, but halos from CE till Reach are amazingly inteligent and got some tactics

and halo 4 weapons suck so bad that even enemies cant hit you with em. except the needler and plasma pistol. those are op verse you.
