No matter if there is a giant hole in the middle of the city, from the looks of it there is plenty of city to go around. It spreads endlessly to the horizon.
Irem has an important place in arcade history. They made the first beat em up, they made r type, and some of the teams that left Irem would go on to make capcom and metal slug. I think some of their games have a tough as nails reputation.

Undercover Cops! I went to a Summer Camp 20 years ago that had a bunch of Arcade Machines in the counselors main cabin that we could all play for free. Loved the shit out of FixEight and Fighting Hawk, hell they even had the OG Elevator Action and Russ'N Attack Cabinets but my fav was Undercover Cop which me and the buds would take turns beating over and over again with our high scores being read aloud at the Camp Mess Hall at Lunch.
When Matt mentions pausing the video to check out the flying peach, there's a few things of note when you pause the video at the right moment. Definitely some nip slips on the hopping lady enemies, and when flame does her air kick with her legs spread wide (e.g. 17:29) there's a LOT going on...
There definitely needs to be a renaissance of weird beat-em-ups that aren't just clones of Final Fight and Streets of Rage. I get it, moseying down city streets punking punks is easiest to conceptualize, but have some fun with the settings and enemy types.

I don't know who currently own the right to this, but the undercover cops should be a team in KOF. It was made by the people who would later go on to make Metal Slug (which should also have a team in KoF). come on, there's three of them even, it just fit so well.

Maybe not worth it's own video (maybe in a compilation), but Deathwish Enforcers might be something in this vein, you play legally distinct Dirty Harry, Charles Bronson and some others cleaning up the streets, and by the looks of it, it gets crazier the further you go.
Love these beat em up videos, you should check out The Legend of Silk Road, it's an arcade beat em up from South Korea and despite looking super goofy the gameplay is legit.
