Then when he went to WCW it was so ridiculously overstocked with a massively bloated roster where the bookers were mostly focused on what to do with the NWO or the Cruiserweight.

Still remember when The Big Bossman challenged Mr. Perfect with manager Bobby "The Brain" Heenan for the intercontinental title at Summerslam 1991. It was also the last WWE PPV appearance by The Eighth Wonder of the World Andre the Giant.
Considering the merits of No. 1, I think Randy Orton & Shinsuke Nakamura deserve a spot on the list. They had several TV matches together in 2017 & a PPV match against KO & Sami that year. They didn't compete for the tag titles, which is probably the biggest mark against them, but they doubled Hardy & Khali's tenure as a team and amounted to more despite being totally forgotten. The bonus being just how similar both of their careers were in WWE & NJPW for the 2000s/2010s, which makes them a sort of mirror dream team.

With the right angle/ gimmick. Hardcore and Gunn could have been a good team. They both friends, well respected and good in the ring. This could have worked given more thought/ effort but if they both disgruntled that wouldn't have helped. I also used to think War Machine were the highlanders just changed their gimmick 🤦😂😂
