I like the idea of Freeman actually being able to talk, but he just chooses not to.

That’s probably what valve intended since he does request scientists and security guards to follow him at times and I doubt that he would have been able to get into MIT without saying a single word in his life. So the case is that he probably can talk but we just don’t hear him unlike Chell who is canonically mute which is referenced by GLaDOS and Wheatley throughout portal 2. But I also believe the theory in which the reason why Gordon stopped talking in half life 2 was because of PTSD from the Black Mesa incident that Alyx pokes fun at during the elevator ride at the beginning of hl2
alyx still talks in HLalyx so it's probably not becuz the devs want it that way

I've always looked at it as the idea that hes just so traumatized he can't even really say anything anymore.
At some point there's nothing left for him to say. It'd make more sense for him to be like Bungie's Master Chief where he only spoke infrequently in cutscenes, but at this point they'd have to do something more akin to the Doomslayer where there's a long build-up to him finally speaking and it only happens when it really matters.
With all he's seen, what is there to say anymore?

I feel like the freeman chronicles are a literal masterpiece. They are so detailed and accurate to the story, perfectly fit the vibe of black mesa and are very well written and acted.
