Yes, that’s why bromocriptine (dopamine agonist) can inhibit lactation (at least theoretically). But the mother being unhappy won’t help, to the contrary.
Happiness is correlated with specific neurotransmitters including Dopamine and Serotonin however this neurotransmitter increase takes place in specific regions of the brain associated with emotions... For dopamine to inhibit prolactine secretion, dopamine has to be in high concentration in the pituitary gland (or the correct precursor or agonist should arrive in the blood). So a ''natural'' feeling of happiness in motherhood should't affect lactation because these biochemical changes are mostly local (this could also explain why we can't see psychiatric disorders, with today's tech at least, in blood or urine tests).
